Frank Addivinola says if he represents the Fifth Congressional District, he will focus on the economy and fight to reduce government spending, stop illegal immigration and prevent overregulation.

"Small-business people are concerned with burdensome regulations, a level playing field and a stable regulatory environment," said Addivinola, a Boston resident and Malden native who teaches at local colleges. In a predictable regulatory environment, "a company can plan. When a company can plan, often those plans include expanding."

Addivinola, one of three candidates seeking the Republican nomination in the Oct. 15 primary, told Daily News editors Wednesday that leaders should look to reduce duplication in the government and weigh privatizing some functions such as the Transportation Security Administration.

He said airport security is critically important but competitive bidding could lead to the same or better service at a lower cost.

Addivinola said officials need to better use the immigration policies and system to prevent illegal immigration.

"When people come here illegally, they should not share in the benefits provided to (legal) citizens," he said.

On the potential government shutdown and discussions about defunding the Affordable Care Act, Addivinola said he would support the measure to defund the act, but compromise is needed.

Leaders must "recognize all people at the table may not get what they want," he said.

On National Security Agency surveillance, he said agencies should work within the confines of the Constitution.

Addivinola said he supports term limits and pledged to serve at most eight years.
"My primary message is we need to be focused on the economy," he said. "There's too much unemployment, too much underemployment."
